State of California (Sacramento 1963). Pursuant to Senate Resolution No. 87, 1961 Regular Session. 111 p. Contents of this document include four chapters,
including recommended legislation and topical commentaries; six appendices; and nine charts addressing California prisons, penalties for felonies and
gross misdemeanors, alternate sentencing, time served and grant and denial of probation. (The letter of transmittal identifies three priorities for
the legislature: 1, reduce prison overcrowding; 2, evaluate penalties to assure more equitable distribution of custodial and treatment requirements;
and 3, to avoid creating a “debtors’ prison” by incarcerating “non-dangerous persons for issuance of checks without sufficient funds.”)
