Valley Water Users Assn., Phoenix, Arizona. The address begins: “This is the third successive year in which I have been asked to address you on the
subject of the Indian problem. I assure you that if I have my way it shall be the last. I honestly attempted to escape the privilege this year, but
once again was persuaded by the argument that the threat of Indian priorities to the waters of the West is a subject which ranks high on the agenda of
all water users’ organizations, and particularly high on the agenda of our own Colorado River Water Users’ Association.”)
