1863-64 Virginia Session laws (Alexandria). Of note, Alexandria was occupied by the Union military shortly after the Battle of Fort Sumter, and remained so until the end of the war. Although Wheeling, (West) Virginia was initially the seat of the Union government of Virginia, after the establishment of the state of West Virginia in 1863, and until the close of the war, Alexandria was the seat of the Restored Government of Virginia (the "Alexandria Government").
