1870 Correspondence between Governor Gilbert C. Walker and Major General E.R.S. Canby regarding the right of the federal military forces to interfere with the municipal affairs of the City of Richmond. The governor claimed that the military prevented the elected mayor of Richmond from his duties and substituting another; the general disagreed.
