Fortieth Legislature. House. No. 10. Preamble and resolutions adopted by the General Assembly of Virginia, January 19, 1861. Virginia wanted states to send Commissioners to a peace conference in Washington, D.C. on February 4, 1861. Virginia was sending five men. She proposed a Constitutional amendment leaving territory below latitude 36 degrees 30" to be where slavery was legal. The right of transit for slaveholders would be guaranteed.
