February 12, 1866 Report of the joint committee sent to convey resolutions to U.S. President Andrew Johnson. These resolutions included an acknowledgment of the end of slavery, the acceptance of the end of the war, and an appreciation of Johnson's current policies. Also includes Johnson's response, which emphasized loyalty to the Union as a prerequisite of representation, but allowed the southern states to resume their former positions.
