1822 Communications to the House of Delegates concerning the Virginia Criminal Code. Included was a letter of explanation regarding the Virginia Courts failure to report as requested due to press of court business and an individual response from Judge Archibald Stuart. The latter suggested various changes to the criminal code; this included the use of peremptory challenges, allowing juries to decide fines, as well as some changes in the administrative process.
