December 18, 1863 Communication from Governor John Letcher to the General Assembly regarding possible amendment of the state naturalization law, in order to subject more out-of-state persons to the military. The governor also objected to the process of "manufacturing" citizens from Yankee prisoners and deserters. (Digitized from a microfilm copy of title originally held by the Library of Congress)
