February 1851 speech by James Barbour of Culpeper, delivered in the Virginia Reform Convention on the basis question. Of note, the delegates were divided regarding the method of representation between the eastern and western sections of the state; Barbour presented his position against equal suffrage which would favor the western part of the state.
