Title:   A proclamation. : Whereas a number of towns in the counties of Cheshire and Grafton in this state, did at the commencement of the American Revolution, by a full representation, by their delegates in the Congress assembled on that occasion, unite with the delegates from the several towns in the other counties, in the then colony, now state of New-Hampshire ... and afterwards, affected to join themselves to a body of people, dwelling on the western side of Connecticut-River, claiming to be a separate and independent state, by the name of Vermont ...
