House No. 38 On February 12, 1833, Governor Lincoln sent a message to the Legislature asking for revision of the lottery statutes because of
widespread fraud and damage to public morals. He included a copy of a memorial sent by eight citizens on February 8, 1833, detailing the abuses. (Digitized
