House No. 77 Minority report on retrenchment, March 1841. [The report had an almost sarcastic tone.] The majority report made hardly any
recommendations for savings. The minority expected the year's overage to be nearly $90,000, to say nothing of the $300,000 in scrip that would be due next
year. About half of the excess spending each year was to cover the interest on various borrowings. Shifting the burden of some costs to the counties
was not a real savings for the public. The minority thought cutting staff and reducing state salaries was the obvious way to reduce costs, but it was
too late in the legislative session to work that out. The minority wanted to refer the many petitions about savings to the next Legislature.
