House. Comm. on Agriculture. Act on water use for irrigation, 1832
House No. 13 The Committee on Agriculture reported An Act to regulate the use of water for the purpose of irrigating lands, 1832. If a person owned
land adjoining a pond or stream, it was legal to divert water in a variety of ways for irrigation, provided there was no harm to downstream
enterprises, especially mills. An aggrieved party could ask for a jury evaluation of the situation. There were penalties for non-compliance. (Digitized from
