Description and Holding Information
House. Comm. on Amendment on Number of Representatives. Resolve, 1831
SEE ALSO 52164, 52229, 52269 House No. 8 On May 27, 1831, thirteen men were designated a Committee to draft an amendment to the Constitution re
electing members of the House of Representatives. Resolved: The Legislature would follow the usual procedure for presenting a Constitutional amendment
to the public. Districts were to be formed in which no town was divided, each county had at least one representative, and each district would, as much
as possible, have about the same population. The minimum number of representatives would be 175; the maximum would be 230. The General Court would
set up the districts using the latest census data. Qualified voters would meet in November to cast their votes. The local selectmen would count the
votes and certify the vote. The clerks within the district would meet to count the certified votes to determine the winner. If no one had a
majority, another election would be held in which the candidate with the most votes was the winner. If there was a tie, the House would choose the winner.

Holden of Charlestown, Bassett of Boston, Whitman of Lancaster, Thurber of Mendon, Osgood of Andover, Rantoul of Beverley, Fisher of Franklin, Baylies of Taunton, Kingman of East-Bridgewater, Lewis of Barnstable, Foster of Brimfield, Loomis of Lee, and Smith of Hatfield be a committee to prepare and report an article of amendment to the Constitution of this Commonwealth, relative to the number and mode of electing Representatives to the General Court : and that the several orders and petitions presented on the subject of the Constitution be committed to the same Committee.
