House No. 13 On January 14, 1831, the Committee on the Judiciary asked that any member who asks for a change in a laws or for a new law should
explain why and how the change should be made. (Digitized from a microfilm copy of title originally held by the Massachusetts State Library).
Title:   The Committee on the Judiciary respectfully represent that numerous motions are committed to this committee, requiring a laborious investigation, not only to decide whether any amendment is required in existing laws, but also, to decide what particular change is required : and that frequently some general proposition is made in such motions in reference to some new law, which imposes on the Committee a very general examination, without any intimation of the object of the mover.
