House No. 53 On February 15, 1833, the inhabitants of the Town of new Salem submitted a petition. The farms in their area were so heavily mortgaged that many farmers could not pay their taxes, which meant the towns could not function well. There were many absentee land holders also. Could the legislature investigate farm mortgages in general to learn the facts and perhaps suggest a solution?
