John Winthrop's 1640 manuscript discourse on Arbitrary Government Described. Robert Winthrop, a relative who inherited these papers in the 1870's, noted in the preface that the papers were not published in the traditional sense, but rather passed to various readers. Of note, the treatise was donated in 1877 to the Boston Public Library for preservation and exhibition of this historical document by one of the early state founders. The writing, however is somewhat difficult to read, with bleeding and some fading. See LLMC #24664-65 for related documents, including a transcript of this discourse.
