1856 Minority report of the Select Committee regarding the mode of electing the United States senators. The minority proposed that the senator be
elected by gubernatorial districts in alternative turns, as the members felt that Baltimore controlled the election. 1856 Report of the Joint Committee
to determine if a lottery contract was unconstitutional or illegal. Of note, no majority decision was determined. (Digitized from a microfilm copy
