Governor is authorized to select one or more persons to negotiate with Massachusetts for the purchase of the Commonwealth lands that lie within the
borders of Maine. If Massachusetts refuses to sell, the same people are authorized to work out some arrangement to deal with the problem. Resolved:
the Governor will transmit this message to the Governor of Massachusetts. This was passed by the Maine legislature on March 25 and 26, 1831.

Title:   Agreeably to the request of the Legislature of the State of Maine, I have the honor herewith to transmit to your Excellency the accompanying resolve, making provision for the settlement of the wild lands in this state, with a request that the same may be communicated to the Legislature of the Commonwealth for the purpose therein mentioned.
