Report of the Board of Swamp Land Commissioners and the State Engineer, under Joint Resolution No. 105, approved March 16, 1858. January 1859 Baton Rouge : J.M. Taylor, 1859. The report was dated January 21, 1859. Should the State disband the Internal Improvements Department? If so, what should be done with the 90 enslaved people and other property managed by the State Engineer? The two entities were strongly in favor of maintaining the department because it had the labor and equipment to fix and build roads and improve navigation. Using contractors would be slow and cumbersome and that labor would be much more expensive. Should the Swamp Lands Board and the State Engineer be one department? The group offered a suggestion. The State Engineer should be appointed by the Governor for a four year term. He would be an ex-officio member of the Swamp Lands Board and the two would work together on projects that might conflict. The State Engineer would manage the records of each party. In general, the group said the current system of levee maintenance was fragmented and unjust. The State should create levee districts, each with a Superintendent who would be responsible for a list of tasks, They suggested an ad valorem tax on all land subject to overflow to form a Levee Fund. The report was signed by three Swamp Land Commissioners and the State Engineer.
