Fortieth Legislature. House. No. 51. On February 28, 1861, the Governor passed along a memorial from the Kansas Territorial Legislature. Severe drought and then a crippling winter had wrecked the economy of Kansas and it was dependent on outside assistance. The state especially needed seed wheat and seed potatoes. To the speaker of the House of Representatives : I herewith transmit a memorial of the legislature of the Territory of Kansas in reference to the destitution and suffering in that section of our country, which was communicated to me by the Hon. I.M. Beebe, Governor of said Territory, with a request that I should cause it to be laid before you.
