1866, Report of Commissioners to establish a system of laws
1866 Report of the Commissioners appointed to prepare a system of laws to carry out various portions of the Constitution, regarding the emancipation
of slaves and other related issues. Included were proposed acts for establishing county courts, amending laws in relation to parent and child,
guardian and ward, master and servant and master and apprentice, as well as various other issues. Of note, Article XII noted that the rules of evidence and
practice would be the same for white and persons of color, unless expressively excepted, as note in some sections of the article. (Digitized from a
