In the Preface, the author states his opinion that “the Federal Convention of the States which formed the Constitution of the United States was in fact as well as in form an international conference.” The work includes a Table of Contents, and Appendix (containing the text of the Declaration of Independence, the Articles of Confederation, and The U.S. Constitution), and a bibliography of Madison’s Notes.
