November 1780 records of the convention of the Commissions from New Hampshire, Massachusetts, Rhode Island and Providence Plantations, Connecticut and New York, held at Hartford. Of note, the convention determined the action to be taken if a state was deficient in money, militia, or supplies to the United States Army for 1780-81, and what actions the Commander-in-Chief could take.
