(The Federal Power Commission grew out of the need to centralize the administration of water powers under federal jurisdiction. These powers had formerly been divided among three executive departments – Agriculture, Interior and War – responsible respectively for the water powers upon national forests, upon public lands and certain reservations, and upon navigable waters. Under the Federal Water Power Act those separate jurisdictions were concentrated in the FPC. Reflecting that history, the initial FPC was comprised of the Secretary of War, Chairman, and the Secretaries of Interior and Agriculture. Eventually the Commission took on an independent character. It was abolished in 1977, with its responsibilities being transferred to the department of Energy.)
