first includes maps of the Upper Colorado region in Wyoming, Utah, Colorado, Arizona and New Mexico; Appendix I (History of Study) in five parts: I,
Introduction (authorization, purpose, scope); II, Previous studies; III, Coordination with administration; IV, Cooperating agencies; and V, Public
information activities; and Appendix II (The Region), in six parts: I, Description of the region; II, History, from early civilization to modern
development; III, Geology and topography; IV, Climate; V, Natural resources (land, water, minerals); and VI, population characteristics (including employment and
personal income; with figures, tables and photographs. Second: Appendix III: Legal and Institutional Environments. Contents include an
introduction and parts describing role and authorization of U.S. departments of Agriculture, the Army, Commerce, EPA, Federal Power Commission, HEW, Interior,
and other entities; treaties with Indian tribes and with the United Mexican States; the states of Arizona, Colorado, New Mexico, Utah and Wyoming;
Water Law and Institutions (with footnotes for each part). Third: Appendix IV: Economic Base and Projections. Document includes discussion of
historical and present characteristics, including major economic sectors (agriculture, mining, forestry and manufacturing; Projected characteristics; and
Economic analysis. Contains 143 Tables (including 1965 base line data, with projections for 1980, 2000, and 2020) and Bibliography (references). Fourth:
Appendix V: Water Resources. Contains 12 Parts (including sections on climate, ground water, stream management, need for additional data,
