First: Appendix I—History of Study; and II—The Region. The first includes maps of the Upper Colorado region in Wyoming, Utah, Colorado, Arizona and New Mexico; Appendix I (History of Study) in five parts: I, Introduction (authorization, purpose, scope); II, Previous studies; III, Coordination with administration; IV, Cooperating agencies; and V, Public information activities; and Appendix II (The Region), in six parts: I, Description of the region; II, History, from early civilization to modern development; III, Geology and topography; IV, Climate; V, Natural resources (land, water, minerals); and VI, population characteristics (including employment and personal income; with figures, tables and photographs.
Second: Appendix III: Legal and Institutional Environments. Contents include an introduction and parts describing role and authorization of U.S. departments of Agriculture, the Army, Commerce, EPA, Federal Power Commission, HEW, Interior, and other entities; treaties with Indian tribes and with the United Mexican States; the states of Arizona, Colorado, New Mexico, Utah and Wyoming; Water Law and Institutions (with footnotes for each part).
Third: Appendix IV: Economic Base and Projections. Document includes discussion of historical and present characteristics, including major economic sectors (agriculture, mining, forestry and manufacturing; Projected characteristics; and Economic analysis. Contains 143 Tables (including 1965 base line data, with projections for 1980, 2000, and 2020) and Bibliography (references).
Fourth: Appendix V: Water Resources. Contains 12 Parts (including sections on climate, ground water, stream management, need for additional data, technological advancements, present water uses, water resources for future development and projected water use, and alternative levels of development) With Figures, Maps, Photographs and 19 Tables including data for 1965, 1914-1965 and projections for 1980, 2000 and 2020.
Fifth: Appendix VI: Land Resources and Use. Eight Parts including characteristics of lands, present uses, land use suitability, problems and possible solutions, relationship of availability of land resource to projected requirements, effect of alternative plans and procedures. With Figures, Maps, Photographs and 19 Tables, including 1965 data and projections for 1966-1980, 1981-2000 and 2001-2020.
Each volume includes maps of the Upper Colorado Region and a list of all Appendixes to the Comprehensive Framework Study; introductions, summaries and tables of contents.
