Circular of the Legislative Committee of the Louisiana State Medical Association and of Boards of Health to physicians throughout the state. New Orleans : J.S. Rivers, December 1878. The Association published the circular to educate physicians and the public about three bills that had failed of passage before, but were up for consideration again. The first created local Boards of Health around the state, laid out their powers and duties, established a comprehensive vital statistics law with a State Registrar, and charged the Boards to look after sanitary conditions in general. The second changed some parts of the first law, based on experience. There would be a nine-man State Board of Health with staggered terms. The Board would create vaccine regulations and provide vaccines as needed. Quarantine regulations would include ships. There was a paragraph explaining the revision generally. The third bill established a system for coal oil inspection; various grades were more likely to cause fires because of they had low flash points. The Association urged its members to work for the passage of the bills.
