Special report relative to the cost of draining the swamp lands bordering on Lake Pontchartrain. Baton Rouge : J.M. Taylor, 1859. On February 1,
1858, Lewis G. DeRussy reported on the survey, plan, and cost estimates for the project. He wanted at least an experiment of the System of Colmate,
which involved guiding water to a specific spot to drop its silt load and thus build up land, but that took a long time, so he reverted to the drainage
system. He defined five sections geographically, explained how many levees and canals would be required for each, and made cost estimates. The cost
per section varied a lot, but the total was $1,021,426. He emphasized that the bigger the pump, the better the return on investment.
