Senate. Comm. on Education. Report on the State Seminary of Learning, 1860
Report of the Committee on Education relative to the State Seminary of Learning, to the General Assembly. Baton Rouge : J.M. Taylor, 1860. The
school was originally mentioned because of federal land grants of 1806, 1811, and 1827, wherein one, eventually three, townships of public land were
granted to the state to support a Seminary of Learning. In most cases, the land was sold to provide money to build the school, but this was not mentioned
in the report. The Legislature did not act until 1852. Mention was made of a Seminary Fund, but it was not defined. There were years of mis-steps,
but a building was delivered in 1859, a faculty was selected, and fifty students were signed up for a military-style school. It was in operation at the
time of the report. The Committee had substantial concerns about how to fund indigent students. There followed several pages of cost estimates for
the operation of the school.
