1883 Report of R.H. Abercrombie, Commissioner which provided for the adjustment, compromise and settle of the indebtedness of various counties which
arose from bonds issued by those counties in payment of stock subscribed to the capital stock of railroad companies. Statements of the counties'
indebtedness were included in the report, as well as a proposed bill for the state to invest its surplus revenue to adjst and settle those counties'
