Constitution of the State of California published in 1849 in San Francisco. This first California constitution was adopted by delegates on October 12, 1849 and ratified the following year. Of note, Article XI, section 21 provided that all published laws, decrees, regulations and provision must be published in both English and Spanish. Also included was an address to the people of California from the delegates, which explained the procedure for voting, boundaries, provisions against slavery and other relevant matters.
