Memorial to the Legislature by the Board of Levee Commissioners on the employment of convict labor. January 1867. New Orleans : J.O. Nixon, 1867.
[This document is in very small print] The state could no longer rely on enslaved labor to keep up the levees. There had to be a new system, and
quickly. The war's upheaval had filled the prisons and there was nothing for the men to do, so the state could build or buy barges to house the levee
workers and move them from one job to the next. The Board offered an estimate of the expense and said it was much cheaper than hiring regular laborers.
