1849-02-07, Governor's communication re: V. Coolidge [House]
February 7, 2849 Communication by Governor John Dana who explained that because of his interpretation of statutes regarding the issuance of warrants
for executions, he was constrained to so issue it with respect to V. Coolidge as a year has passed since his conviction of capital murder (see LLMC
#42258). Thus the Council recommended that the governor pardon the prisoner to life imprisonment. The Council indicated that all cases would not be
