Commissioners on State Prison Affairs. Reports on enlarging the State Prison, 1860
Thirty-ninth Legislature. Senate. No. 1. Reports of the Commissioners on State Prison Affairs on December 1, 1859. Majority report. The
Commissioners were to consider whether now was the time to build a new prison in another location, to examine the labor contracts, and think of ways to
economize. The Commissioners agreed that the prison was in very poor condition, but could not agree whether it was best to fix the old one or build a new
one. Just about all the buildings had serious flaws. They determined the old prison could be remodeled for about half the price of a new prison,
but it would not be up to today's standards, even then. The property was too small to allow for a new prison to be built and then tear down the old
one. An architect presented two different plans with construction estimates. The Commissioners did away with some staff and negotiated a comprehensive
labor contract that might seem too good to be true. The Commissioners thought it was necessary to have full time chaplain. The writer of the
majority opinion was in favor of working hard on the present prison, then building a new one when times were better. The minority did not want to spend a
dime on the old prison--build a new one in a different location now. The document included a copy of the contract labor contract. (Digitized from a
