House. Act to establish poor houses, 1826
|

H.R.-No. 5 An act for the establishment of poor houses and house of industry in the several counties in the Commonwealth. The State directed
counties, at their expense (what is now called an unfunded mandate) to buy or build a house or building for a facility for the poor lawfully committed for
care. If a county failed to do this, it would be fined $30/month until it did. The county was to appoint a keeper. The Overseers of the Poor would
designate, in writing, the people to be committed with copies for the Clerk of the Court and the keeper. Records had to be kept of the expense of each
person and any money s/he might earn. If able, persons were expected to work; if someone refused to work, s/he went straight to jail. A judge from
the county court was to visit once a month to see that all was well. (Digitized from a microfilm copy of title originally held by the Massachusetts
