General Court. Comm. on a Legislative Library. Report, 1826

On January 25, the Joint Committee created to examine the expediency of having a legislative library submitted its report. The Committee found that books were scattered all over the State House. Resolved, the Messenger shall gather all the books together in the Land Office and arrange them for use. This person would manage the library until a librarian was found. The room was to be warm and well lighted and good records kept. No legislator could be paid until all borrowed books were returned.
