Title:   By the Honourable John Penn, Esquire, lieutenant-governor, and commander in chief of the province of Pennsylvania ... a proclamation. : Whereas I have received information, that many ill-disposed persons ... have ... seated themselves upon lands within this province, not yet purchased of the natives ... I have therefore thought fit to issue this proclamation, hereby strictly enjoining and requiring ... all persons whatsoever, who have made any such settlements ... immediately to evacuate and abandon them ... And whereas it has been reported that a certain Frederick Stump ... had my ... authority for making such settlement; I do hereby declare, that the said report is utterly false and groundless, and ... that, on the contrary, I have constantly denied every application of that kind.
