Legislative Document, no. 10. The Select Committee on Banks had sent a letter to the state's banks asking if legislation were needed to help them circulate more money. There were seven responses, all negative. There were two suggestions: one, to be able to create bills under $5, and two, an earnest entreaty to stay in the Union.
