Forty-fourth Legislature. House. No. 21. The Committee on Military Affairs submitted a long act to re-organize the militia after the war: It defined those liable to service and how the men would be enrolled. There were several different sections on the voluminous records required. The organization of both officers and troops took many pages, as did the qualifications of the various branches. The state furnished some, but not all, of the equipment. There were rules for training and managing encampments. There were lists for rates of pay and fines for failure or bad behavior, plus rules for courts-martial, in all, 101 pages.
