A Joint Special Committee on State Assumption of Liabilities for Bounties addressed the question: Should the state assume the liability incurred by towns to pay soldiers' bounties? The Committee said, "Not now." Wait to see if Congress will do this instead. Resolve: the people of Maine seemed to approve of paying bounties, so, in the future, Maine should assume the liability for the payments unless Congress takes it. Mr. Little proposed a bill: An Act for the assumption by the state of the expenditures of cities, towns, and plantations in raising troops for the service of the United States by draft or otherwise, 1864. The Treasury would pay cities, etc. $100/man for drafts in 1862 and $200/man for drafts in 1863. The payment would be in scrip with interest; there were details about payment. Municipalities would have to file for the benefit. The state would assess a tax to fund the program.
