No. 28 Resolve proposing amendments to the constitution of the United States [1864] Grave differences of opinion on federal versus states' rights have existed for years. To prevent a recurrence of the present calamity, we offer eight amendments. 1. The right of secession is not a reserved right of a state. 2. Nullifying acts of Congress is not a reserved right. 3. The federal government may subdue acts of invasion or rebellion, but nullifying habeas corpus may only be done by an act of Congress. 4. When the majority of the population of a state is in rebellion, it cannot legalize slavery and will be governed by the federal government. 5. The country will pardon the offenses of rebellious states once people pledge allegiance to the federal government. 6. Income from any property shall be taxed equally. 7. The President shall serve for six years and may not run again. 8. Secretaries of Departments will be elected by the House of Representatives.
