SEE ALSO 56355 Forty-second Legislature. Senate. No. 15. An amendment to the resolves relating to national affairs. Mr. Wiggins, of York, was very upset. He asked to remove everything in the original after the title and retain the final section. Whereas northern abolitionism was the cause of the gigantic rebellion and controlled the destiny of the nation, it was time to stop it. He thought the Emancipation Proclamation would lead to an overthrow of state sovereignty and that Maine should not consent. He listed several constitutional breaches, such as the suspension of the writ of habeas corpus and the declaration of martial law in Maryland. He wanted the Congressional representatives to work to stop the war. (Digitized from a microfilm copy of title originally held by the Library of Congress).
