Fortieth Legislature. Senate. No. 23. An Act to incorporate the City of Lewiston, 1861. The city would be subject to all the laws governing
municipal corporations. The act listed all the city officers and their duties, ordered the publication of its financial records once a year, set up the
court system, including its jurisdiction and fine structure, and devoted considerable space to election procedure. The town had to vote to accept the
