Fortieth Legislature. Senate. No. 15. An Act relating to dogs, 1861. Every dog owner had to license his dog(s) in April of each year and put the license disc on the dog's collar. The license for males cost $1.00 and females $5.00. The local clerk kept the records of registrants and gave a copy to the sheriff. There were fines for hurting or killing licensed dogs, but anyone could kill a dog that was attacking livestock or people. Police were to kill unlicensed dogs immediately. Farmers could sue the owner of an attacking dog for damages.
