The number of volunteers was limited to 1500, scattered about the state. Twenty-three pages gave directions for registration of men, why and by whom they could be called out, with form, training, equipment, armories, pay, a long list of records to maintain, fines for failure to perform, and a long discussion of a civil proceeding that seemed to take the place of a court-martial. (Digitized from a microfilm copy of title originally held by the Maine Historical Society Library, the Maine State Library, and the Library of Congress).
