The Committee on Amendments to Liquor Law on March 9, 1861, submitted: An Act to prevent imposition upon town agents appointed to sell intoxicating liquors for medicinal and mechanical purposes, 1861. The Governor was to contract with a company to furnish intoxicating liquor to all the towns. Once that was in place, the name of the company, a list of available products and prices would be sent to each local agent who would then order only from that company.
