The Committee had been asked to consider the petition of the European & North American Railway Co. [hereafter E & NA] Everyone knew a railroad was needed to the state's eastern frontier, but it was so expensive to build. The Committee gave a history of the railroads in Maine and was strongly in favor of consolidating all the railroads that were inching their way eastward into the E & NA. They suggested putting any claims money that Maine might receive from the federal government into the building project and laid out a long procedure for selecting and selling certain public lands to benefit the effort. Two Committee members did not want the sale of public lands to be part of the package. An Act to enable certain railroad companies to unite to form a trunk line across the state and for aiding its construction from Bangor to the eastern border of the state and to the Aroostook and St. John Rivers, 1860. Five named railroads were to consolidate together under the charter of the E & NA. The enlarged company was authorized to extend a line east to New Brunswick. There were directions for the use of any claims money, for the sale of public lands, and further stock and bond sales. The consolidation had to completed in one year and the track completed by 1865. There was an appendix of an article from Canadian News bemoaning the loss of land to Maine because it made a rail link to a British Atlantic port that much more difficult.
