Thirty-sixth Legislature. Senate. No. 2. A Joint Select Committee reported on January 23, 1857 on its investigation into whether funds had been spent beyond the amount of appropriation or with no appropriation in place at all. There were many examples of this, so the Committee recommended a law be passed requiring an appropriation in place for every warrant.
