1864 Report of the House Committee on Privileges and Elections regarding the eligibility of T.E. Betts to be seated in the House of Delegates,
representing Lancaster and Northumberland. Although the committee noted he was a prisoner of war, the members concluded he was ineligible, as he did not
resign his position as state's attorney for Northumberland County, which conflict was prohibited under the constitution. (Digitized from a microfilm
