1848 Petition of the Citizens of the Town of Manchester and the County of Chesterfield, requesting that a joint stock company to erect a bridge across the James River be incorporated by the General Assembly. The petition stated that access to Richmond was limited only to a bridge called Mayo's, established with exclusive privileges in 1785. Noting the significant changes since then, the petitioners requested a new company which could construct a bridge at a cost between $20,000-60,000, without any exclusive privileges.
